Summary | 0005818: Don't display layers on a master page if not in master page mode.
Description | As can be seen in 4399, the current behaviour of the layers dialog can be quite confusing. Layers on a master page are shown in the layers dialog even if the dialog for master pages is closed, thus creating the illusion that layers on a master page can be stacked *above* layers on a normal page, which isn't possible. Until this is (perhaps) possible in the future, I suggest to show layers of the master page only in the master page mode.
