Summary0007803: Tex-Frames don't save scale factor
DescriptionThe wonderful Tex plugin works fine - but if I scale (PP Image 80% 80%) and save the document, re-open the document and have a look at it, it is 100% again.

my current workaround is to set "{\small .... }" around my tex code.

You shouldn't even be able to specify a scaling with the Properties Palette. There was a bug which enabled this, but this bug is now fixed. All the scaling should be done by the means of the renderframe settings (accessible by "Edit Source").
